Which carcinogenic, mutagenic and reproductively toxic substances are subject to the Cancer Executive Order?

January 10, 2025

According to the criteria of the Cancer Executive Order, this applies to substances listed specifically in Annex 1A or generally in Annex 1B. Since not all substances have been included in the harmonised list yet, it is recommended that the following substances be included:

  • Carcinogenic chemicals or mixtures that are labelled with the risk phrases: H350, H350i, or have a documented carcinogenic effect (see the X-scheme in Kemibrug if applicable)
  • Carcinogenic chemicals or mixtures that are labelled with the risk phrases: H351 or have a suspected carcinogenic effect (see the X-scheme in Kemibrug if applicable)
  • Mutagenic chemicals or mixtures that are labelled with the risk phrases: H340, or have a documented mutagenic effect (see the X-scheme in Kemibrug if applicable)
  • Reproductively toxic chemicals or mixtures that are labelled with the risk phrases: H360, or have a documented reproductive toxic effect (see the X-scheme in Kemibrug if applicable)
  • Products or mixtures that contain carcinogenic or mutagenic ingredients > 0.1%
  • Products or mixtures containing reproductively toxic ingredients > 0.3%

When planning work with new substances or compounds, it is a good idea to check whether the substances are carcinogenic, mutagenic or reproductively toxic, so that you can possibly replace them with others. Lists of these are available.
